"Teresa K a n t o r, Chancery and archives related regulations for organisational units which produce
electronic records. Are chancery and archives related regulations developed in view of keeping a traditional
office, based on paper documents, adequate for office work carried out with the use of electronic data
carriers?
It is worthwhile to mention that both documents produced on a traditional paper carrier, as well as in
the web, are subject to the same requirements. They need to be registered, to possess archival classification
and qualification, as well as features allowing for identification (reference number), to be preserved in a
manner preventing their destruction or damage, and made available in compliance with applicable
regulations, and finally, weeded or transferred to state archives. The difference consists in the fact that
while developing chancery and archive regulations for documents created in the web, it is necessary to take
into account, apart from the above mentioned requirements, environmental features concerning the
environment in which these documents are produced and then preserved, and to adapt terminology
adequate for that environment. It signifies the necessity to develop chancery guidelines that will meet those
needs. And it is not necessary to reconstruct and adjust object record indexes to the needs of electronic
documents. Unless this model of record production, circulation and archiving becomes a catalyser for the
development of a new policy on archives, e.g. the assumption is made that a much higher percentage of
documents produced are to be perpetually preserved for the needs of future generations than it is currently
done, i.e. the criteria of assigning archival value are changed and a new archival methodology for the
purpose of electronic records developed. The need arises here for the opinion of scientific circles, for which
information on electronic carriers has the value of a unique source material. It is the methodology of
scientific research which causes that initial data, knowledge on data processing and final data are of equal
significance.
In my opinion, the archival guidelines will become a standard that will undergo the deepest changes.
The development and preservation of documents in the web eliminate the need to organise traditionally
understood current records archives or repositories, to be replaced by virtual archives. It does not
eliminate, however, the function of a current record archivist whose main task would be to monitor the web
for the compliance of its operation with archival regulations. The role of an archivist thus defined would
require changes in the professional education system.
I hope that my presentation will become a contribution to discussions on the tasks of the archival
