Streszczenie artykułu w języku angielskim:

 

 

 "Artur R. S y p u ł a , Archival value of documentation pertaining to personal identity cards documentation

issued by municipal offices. The presented study bases on findings of an analysis prepared by the

Author in 2009 on the basis of reconnaissance made in 406 commune-level offices (including in towns

with the status of poviats) by specific state archives upon order of the Deputy Chief Director of the State

Archives. The findings were a basis of the Central Commission for Archival Assessment of Documentation

(CCAAD) meeting on 15 September 2009, which unanimously — basing on its determinations

and postulates — recommended to change the qualification to category A of the documentation

pertaining to personal identification cards issued up to 1979 (i.e. until the PESEL system was introduced).

These solutions were implemented into the body of law by the ordinance of the President of the

Council of Ministers of 18 January 2011 on chancellery instruction, uniform subject indexes of files and

instruction on organization and scope of operation of company archives (Journal of Laws No. 14 item

67, Journal of Laws No. 27 item 140). The author discusses: the legal grounds for creating documentation

of personal identity cards, the number of said documentation stored in commune-level offices included

in the analysis, place and conditions of storage, contents of the so-called ID card envelopes

in particular periods. Subsequently, conclusions on their archival qualifications are formulated. In the

opinion of the Author, the documentation of personal identity cards issued at least by the end of 1974

should be kept perpetually, due to its high value for preserving the legal interest of citizens and its cognitive

values (in particular to prosopographical, genealogical and anthropological research)."
